While working on a paving project for a client adjacent to the US Naval Academy in Annapolis, Maryland, our project leader was approached by the Navy Sea Wall Contracting Officer.
A hired contractor from another business was experiencing difficulty determining the optimal solution for several issues negatively impacting the integrity of the sea wall. Despite the project not being ours, we were asked for input and were pleased to assist.

When our car dealership client in rural Bedford County, Pennsylvania, experienced flooding with backflow through an inlet and into the business’s storm drainage system with flow out onto the showroom floor, the severity of the problems was cause for great concern.
Cottle’s dispatched an investigatory crew and found the cause of the problem right away. We were able to resolve the issue with the installation of an innovative HydroBlox water dispersal system to guide future excessive precipitation away from our client’s office and parking lots to help safeguard their business assets.
When our municipal client in rural Bedford County, Pennsylvania was served a bridge deficiency notice following a biannual inspection, the possibility of having PennDOT close the only bridge crossing in the area was a serious concern.
Township leaders reached out to Cottle’s Asphalt Maintenance Inc. to find out if a cost-effective solution was possible. Our bridge crew mobilized immediately to assess the situation. We determined that the issue affecting the municipal bridge did not require the extensive engineering work which was initially assumed. Our experts determined that the bridge was an ideal candidate for our much less expensive precast bridge component replacement program.
Our bridge crew extracted the structurally deficient bridge component, replaced it with a superior replacement component, and reinforced the repair with ultra-high-performance structural concrete. We then cleaned and coated the entire structure with polyurea waterproofing to improve durability and resiliency for the life of the bridge, saving our municipal client an estimated nearly $1 million in bridge rehabilitation costs.
When our client’s church parking lot in Manassas, Virginia, experienced chronic water damage, crumbling asphalt, and potholes, the situation became an unacceptable hazard for visitors’ automobiles and their general safety.
Church leaders contacted us for assistance and we got to work right away. Following assessment, the decision was made to remove the existing poorly constructed structure, spec it all out, and replace it with a properly planned parking lot designed to handle stormwater for maximum usable lifespan.
Our dedicated stormwater management crew handled the entire project from start to finish. We excavated the area and installed a comprehensive stormwater system complete with submerged runoff control including maintenance-free grated gravity inflow and outflow drainage pipes and a high-capacity bioretention pond to eliminate water damage and help ensure slow, reliable dispersal of precipitation waters into the surrounding environment.
